So I just posted an article written in 2004 by the New York Times stating Libya is like the prolific fountain of  underground rivers due to the design of Halliburton and Price Brothers Company.  Now Libya doesn't have water because they lack investment??? Taps are not $27 Billion dollars worth of infrastructure. Who is asking for more investment and why? Where is all the water going to if it is not going to the capital in Tripoli? Don't you think the capital would be first priority for pipeline infrastructure back almost 14 years ago?

People in the Libyan capital Tripoli are facing a humanitarian crisis because of severe water shortages.

The lack of investment and security has caused the taps to run dry.
